Military education and international service
Stefan Yanev has a lengthy military career beginning after training at the artillery school in Shumen. He held command and staff positions and undertook further education, including in Washington. His official biography records international assignments and service as defence attaché in the United States. His experience combined national defence with international military cooperation.
From defence to the Council of Ministers
Before becoming prime minister, Yanev served as caretaker deputy prime minister and defence minister in 2017 and subsequently worked in the presidency. In May 2021 he headed a caretaker cabinet. This was not his first experience of political leadership, but it broadened his responsibilities from defence to the government’s general policy.
Two successive caretaker cabinets
Yanev led two successive caretaker governments in 2021. Repeated parliamentary elections prolonged the period without a durable regular cabinet. Caretaker government therefore had to continue ongoing policies and prepare important documents alongside election administration. The timeline separates the two cabinets even though the prime minister remained the same.
The recovery plan and handover of government
On 15 October 2021 Bulgaria submitted its Recovery and Resilience Plan to the European Commission. The Economic and Social Council documents this stage and subsequent discussion. Submission was distinct from European approval and project implementation. Kiril Petkov succeeded Yanev in December 2021, with approval at European level following in 2022.
