From caretaker minister to prime minister

In 2021 Petkov served as economy minister in a caretaker government. In December the National Assembly elected him prime minister. Within a short period he moved from responsibility for one policy area to coordination of the whole government. The parliamentary sitting at his election is a primary source for the cabinet’s presentation and stated priorities.

The Recovery and Resilience Plan

During his government, in May 2022, the assessment of Bulgaria’s Recovery and Resilience Plan was approved at European level. The plan combines investment and reforms, including green and digital transformation. Submission occurred under the previous caretaker administration, and implementation continued after Petkov. Approval did not mean that all funds had been paid or every project completed.

The no-confidence vote

On 22 June 2022 the National Assembly passed a vote of no confidence in the government. The resolution cited financial and economic policy, reflecting the position of the parliamentary majority supporting the vote. The event establishes the loss of parliamentary support; assessment of individual economic outcomes requires separate analysis. The cabinet continued performing its functions until its successor took over.

A short term with continuing policies

In August 2022 Petkov handed over to caretaker prime minister Galab Donev. His executive career involved rapid political advancement and a brief regular government. Historical assessment requires separating promises, adopted decisions and completed outcomes, especially for multi-year programmes such as the recovery plan that pass through several administrations.
