- Prime minister — Oresharski government
Finance specialist and university teacher
Plamen Oresharski studied economics at UNWE and earned a doctorate in investment-related studies. He worked as a university teacher and held a senior university position. His professional background includes sovereign debt management, government securities and financial administration, specialised fields that preceded his move into the premiership.
Deputy finance minister and finance minister
Oresharski was deputy finance minister from 1997 to 2001 and finance minister from 2005 to 2009. His official biography records involvement in preparing currency-board legislation and sovereign debt management. His experience thus covered both stabilisation after the 1997 crisis and Bulgaria’s first years as an EU member.
The election of the government in 2013
On 29 May 2013 the National Assembly elected Oresharski prime minister with 120 votes in favour. The official announcement documents the cabinet’s membership and structure, including a Ministry of Investment Planning. The government replaced Marin Raykov’s caretaker administration and entered a political environment in which parliamentary support and public confidence were central issues.
The DANS appointment and public reaction
On 14 June 2013 parliament appointed Delyan Peevski chairman of DANS on the prime minister’s proposal. The decision provoked a strong public reaction and was reversed on 19 June. This sequence is also recorded in the official reasons accompanying a 2025 presidential decree. The episode became central to the government’s public reception; later political assessments should be distinguished from the underlying dates and decisions.
The end of the cabinet
Oresharski’s administration ended in August 2014 with the appointment of Georgi Bliznashki’s caretaker cabinet. His biography illustrates the difference between specialised financial work and responsibility for government as a whole. Assessment of the premiership cannot be reduced to professional qualifications: it also includes appointments, political support and relations between government and society.
