- Prime minister · caretaker government — Caretaker government
Constitutional law and teaching
Georgi Bliznashki is a lawyer and university teacher of constitutional law. His academic career is associated with Sofia University and the study of state institutions. Before the premiership he also participated in parliamentary life. The official biography published on his appointment records this combination of academic specialisation and political experience.
Appointment of the caretaker government
In August 2014 President Rosen Plevneliev presented a caretaker government led by Bliznashki after Oresharski’s cabinet ended. The appointment came amid the need for a new parliamentary election. For the caretaker prime minister this meant administering the state within a limited timeframe and preparing to hand power to a successor government.
The October 2014 elections
The election of 5 October 2014 was the principal milestone of the caretaker period. The government provided administrative and organisational support within its responsibilities, while independent electoral bodies also had essential functions. Distinguishing these responsibilities matters: the cabinet was not the sole institution organising, supervising or declaring the election results.
A brief term and an academic profile
Bliznashki handed over to Boyko Borisov’s second government in November 2014. The premiership was one stage in a longer legal and public career. His profile combines teaching about the structure of the state with practical administration during political transition. Appointment and term records allow this episode to be considered separately from his later public positions.
