- Prime minister · caretaker government — Caretaker government
A diplomatic career
Marin Raykov is a professional diplomat with experience in the Foreign Ministry and in representing Bulgaria abroad. Before and after his brief premiership he held diplomatic and deputy ministerial positions. Ministry announcements of later appointments allow his career to be traced beyond the few months he spent heading the government.
Prime minister and foreign minister in 2013
In March 2013 President Rosen Plevneliev appointed Raykov to lead a caretaker cabinet. He combined the premiership with the foreign affairs portfolio. The government had to maintain the state’s day-to-day work and manage the transition to a new parliamentary election. Its short lifespan shaped both its priorities and its capacity to implement them.
Public councils and state financial management
The report on the caretaker period records public councils attached to ministries and changes to rules governing the placement of state-owned companies’ funds. The stated aims included greater transparency and reduced concentration of financial resources. The presidential report is a primary source for the reported actions, while its positive assessments remain the institution’s perspective rather than an independent evaluation of outcomes.
Handing over the government
Raykov’s cabinet ended in May 2013 when parliament elected Plamen Oresharski’s government. Historically it formed an interval between two regular administrations. Raykov’s diplomatic background and combination of two offices are distinctive biographical features, while his government’s specific contribution is documented in the records of the short caretaker term.
