Economist and university teacher

Lyuben Berov had an academic career in economics and economic history. University life shaped his professional identity before the premiership. The history of UNWE’s economics department places him among scholars who moved into senior state office. This was a different route to government from a career built entirely within party structures.

The government of 1992–1994

Berov took office at the end of 1992 after Philip Dimitrov’s government. Initially he also served as foreign minister. His cabinet operated during continuing economic restructuring and efforts to restore external financing. External debt, accumulated earlier and aggravated at the start of the transition, remained a major constraint on economic policy.

The agreement with commercial creditors

In 1994 Bulgaria restructured debt owed to London Club commercial creditors. The central bank’s report describes a combination of debt buybacks and exchanges into new bonds. This did not eliminate the debt: it changed its amount, instruments and servicing conditions. The agreement was an important development after the 1990 moratorium and affected the financial options of subsequent governments.

The end of the government and unresolved problems

Reneta Indzhova’s caretaker cabinet followed Berov in 1994. The external debt settlement did not resolve every domestic economic problem. Later central bank reports describe weaknesses in enterprises and banking that continued to accumulate. Assessment of the period should therefore distinguish the specific debt operation from the overall condition of the economy.
