- Prime minister — Dimitrov government
Law and the democratic opposition
Philip Dimitrov graduated in law from Sofia University in 1977 and worked as a lawyer. He joined the democratic opposition and became a leading figure in the Union of Democratic Forces. His Constitutional Court biography traces the combination of legal practice, party leadership, parliamentary service and diplomacy over the following decades.
Government under the 1991 Constitution
Dimitrov became prime minister in November 1991 after parliamentary elections and adoption of the new Constitution. His government belonged to the early construction of parliamentary democracy and a market economy. Changes in ownership, institutions and foreign-policy orientation took place amid limited administrative experience of the new rules and intense political disagreement.
Recognition of an independent Macedonia
On 15 January 1992 Bulgaria became the first country to recognise the independence of the then Republic of Macedonia. This was a specific foreign-policy decision during Dimitrov’s term as Yugoslavia was breaking apart. The Ministry of Foreign Affairs distinguishes recognition from subsequent steps in establishing diplomatic relations. The decision belongs within the regional circumstances of that time.
Diplomatic and constitutional service
After the premiership, Dimitrov continued parliamentary work and represented Bulgaria at the United Nations and in the United States. He later headed the EU delegation to Georgia and served as a Constitutional Court judge from 2015 to 2024. These subsequent roles extend his biography beyond his brief government and connect it to international relations and constitutional justice.
