Todor, or Teodor, Moskov Tumangelov was born in Koprivshtitsa in 1853 to Mosko Nyagulov Tumangelov and Dona Hadzhitodorova Toromanova. After studying at the local school, he worked as a butcher. Between 20 and 30 April 1876, he participated in the April Uprising.

During those days, Tumangelov joined the insurgent guard that surrounded the konak. In the following days, he belonged to a detachment guarding the road between Koprivshtitsa and Plovdiv. He also served in Nayden Popstoyanov's detachment, which pursued Turkish bashi-bazouks as far as Strelcha. On 28 April, he participated in the uprising against the Turkish Roma in the Chardashko Dere locality.

After the uprising ended, on 13 May 1876, the Turkish authorities captured Tumangelov in the town and took him under guard to Panagyurishte, Tatar Pazardzhik and then Filibe. He was sentenced to imprisonment and spent fourteen months in pre-trial detention before being sent to a Constantinople prison and then to Cyprus.

Tumangelov was released on 23 May 1878 following the Treaty of San Stefano. In 1893, poverty led him to apply for a liberation fighter's pension. In 1907, he helped found the Koprivshtitsa Afforestation Society and was elected to its board.

The photographic album Спомен от Освободителната руско-турска война през 1877 – 1878 година (A Remembrance of the Russo-Turkish War of Liberation of 1877–1878) includes a photograph of Todor Tumangelov as one of the surviving Bulgarian liberation fighters, marking the fiftieth anniversary of the war's end.
