A caretaker government amid crisis

On 12 February 1997 President Petar Stoyanov appointed a government headed by Sofiyanski. It took office after acute political confrontation and financial crisis. Immediate tasks included organising elections, maintaining administration and restoring confidence in the state. The cabinet bridged the end of Videnov’s government and the formation of a new parliamentary majority.

Preparing economic stabilisation

Preparations for a currency board took place during the caretaker period. The arrangement itself began on 1 July 1997, after Ivan Kostov became prime minister. Sofiyanski’s contribution belongs to the preparatory phase and the restoration of functioning government. The central bank’s report documents the sequence from crisis through stabilisation to new monetary rules.

The NATO application and return to Sofia

In February 1997 Bulgaria explicitly committed itself to seeking NATO membership. This foreign-policy step during the caretaker period was followed by years of preparation before accession in 2004. After handing over the government, Sofiyanski continued his mayoral work. His biography thus combines a brief national crisis-management role with lengthy involvement in governing the capital.
