A historian with an international career

Nikolai Todorov was a scholar whose public career extended far beyond his brief service at the head of the state. His education and research led him towards Balkan history. Social and economic developments in the region occupied an important place in his scholarship, approached comparatively rather than solely through the history of one nation.

Building Balkan studies

In 1964 Todorov became the founding director of the Bulgarian Academy of Sciences’ Institute of Balkan Studies, which he led until 1989. Institution building forms an important part of his legacy: the institute provided a base for research, international exchange and later generations of scholars. The Academy’s biographical account treats this organisational work alongside his scholarship.

Diplomacy and the Grand National Assembly

Todorov’s Balkan connections also had a diplomatic dimension: he served as Bulgaria’s ambassador to Greece. In 1990 he became speaker of the Seventh Grand National Assembly. This parliament faced the exceptional task of establishing a new constitutional framework after one-party rule, amid political disagreement over the direction and pace of the transition.

Temporarily performing presidential duties

Between 17 July and 1 August 1990 Todorov also performed the functions of head of state, before Zhelyu Zhelev’s election. This brief interval did not constitute a separate programme of government. Its significance lay in maintaining institutional continuity. Todorov’s more enduring contribution concerns Balkan scholarship, scientific cooperation and parliamentary leadership at the start of constitutional change.
