- Prime minister — Atanasov government
Education and advancement in the party
Georgi Atanasov graduated in history from Sofia University in 1956. His political career developed through the Bulgarian Communist Party’s structures, including responsibility for science and education. His archival biography records a succession of party and state positions characteristic of advancement within the system before 1989.
Prime minister at the end of the socialist period
Atanasov became prime minister in 1986. His cabinet operated within a planned economy and the Communist Party’s political supremacy. Understanding the government requires attention to the relationship between party leadership decisions and executive administration. The premiership did not involve the same parliamentary competition and accountability established under the 1991 Constitution.
November 1989 and the transfer of office
Atanasov was among the senior leaders associated with Todor Zhivkov’s removal in November 1989. He remained head of government during the initial months of change before Andrey Lukanov succeeded him in February 1990. His service in early 1990 explains his inclusion here, even though most of his premiership falls before the period covered by the overview.
Legal proceedings after office
The archival record notes Atanasov’s conviction in 1992 in a case involving improperly allocated funds and his subsequent pardon in 1994. The two events should be distinguished: a pardon is not an acquittal. This episode forms part of the broader history of accountability for leaders of the previous regime after the political transition.
