Foreign trade and international experience
Andrey Lukanov graduated from the Moscow State Institute of International Relations in 1963. He worked in foreign trade and in Bulgaria’s representation to international organisations in Geneva. He later held deputy prime ministerial positions and responsibility for external economic relations. International financial and economic affairs therefore formed a central strand of his professional career.
Two governments in 1990
Lukanov headed two successive governments in 1990. They governed at the start of the transition, as old economic mechanisms were breaking down and new market institutions were still undeveloped. Listing the two cabinets separately reflects their distinct parliamentary foundations and memberships. His time in office was brief but coincided with profound changes in Bulgaria’s political and economic environment.
External debt and economic constraints
In 1990 Bulgaria suspended servicing its external debt to commercial creditors. The moratorium became a major problem for subsequent governments because it restricted access to international finance. Bulgarian National Bank records place it within accumulated economic imbalances. It does not explain the entire crisis by itself, but it is a crucial part of its financial history.
From Lukanov to Popov
After Lukanov’s second government, Dimitar Popov took over. The following period brought price liberalisation and broader changes in economic rules. Historical assessment should distinguish liabilities accumulated before 1990, decisions of Lukanov’s cabinets and measures taken by their successors. His archival biography also documents his much longer involvement in the state leadership.
