Leadership of the National Audit Office

In July 2023 Glavchev was elected president of the National Audit Office. The audit institution examines the management of public funds, a function distinct from the government’s allocation and execution of spending. His move to the premiership in 2024 therefore changed the nature of his responsibility from external oversight to executive leadership.

Two caretaker terms in 2024

Glavchev became caretaker prime minister in April 2024 after Nikolai Denkov’s cabinet and began a second caretaker term in August. Repeated parliamentary elections prolonged temporary government. The two cabinets are listed separately because they had distinct appointments despite sharing the same prime minister. His service continued until January 2025.

Removal of Schengen land-border checks

On 12 December 2024 the decision was taken to remove checks at internal land borders from 1 January 2025. This completed the second stage after air and sea accession in March 2024. The event fell within Glavchev’s second cabinet but built on years of preparation and European decisions. Placing it within the correct term does not imply sole authorship of the process.
