Economic education in Vienna
Andrey Gyurov has education and professional training in economics and finance. Documents published by the National Assembly record the award of a doctorate by the University of Vienna in 2005. Educational records provide evidence separate from political biographies and establish the specific qualification without relying solely on public descriptions.
Banking practice and teaching
The parliamentary hearing for a banking position presented Gyurov’s experience in credit risk and work in banking institutions in the United States and Austria. It also recorded teaching at the American University in Bulgaria. This combination of practical and academic work is central to his professional profile before heading the caretaker government.
The caretaker cabinet of February 2026
By Decree 57 of 19 February 2026, President Iliana Iotova appointed a caretaker government with Andrey Gyurov as prime minister. The State Gazette decree lists the cabinet and is the primary appointment document. Deputy prime ministers included Andrey Yankulov, also responsible for justice, and Maria Nedina, responsible for European funds.
A short interval between governments
Gyurov took over from Rosen Zhelyazkov and handed office to Rumen Radev in May 2026. The caretaker period should be assessed within its own boundaries: appointment establishes membership and responsibilities, while specific outcomes require evidence from subsequent acts and implementation. The prime minister’s financial qualifications are a biographical fact, not in themselves proof of government success or failure.
